Gov. Cuomo owes billions to city schools under a court decision requiring the state to provide adequate funding for public education, advocates charge.

A report to be released by the Alliance for Quality Education Thursday claims Cuomo is shorting city schools $2.5 billion each year, according to the group’s reading of data provided by the state Education Department.

The group says Cuomo still has not recognized a 2006 ruling on a lawsuit called the Campaign for Fiscal Equity, and the matter is still being litigated.

“Gov. Cuomo is delinquent in fulfilling his constitutional obligation to New York City’s schoolchildren,” said Alliance for Quality Education Executive Director Billy Easton.

Cuomo administration officials said spending on education in New York has more than doubled since 2000.
